The ones I have seen you actually sign guys to three - five year "contracts" which increase at a certain rate and guys only hit free agency are guys you cant afford. The draft is just for rookies who were in the actual NFL draft. Manage your cap. Etc. I was in a fantasy baseball league run in much the same way and it was fun, but a ton of work for the commish.
