And if it's over a million dollars or a few couple hundred thousand, it's a horrible PR move for the Bears. That kind of difference can be negotiated and worked into a contract in a variety of ways. I believe he still has gas left in the tank, and part of the reason his stats were down was the emergence of the DL created QB pressures but also allowed more blockers to reach the second level. He was 29th out of 35 MLBs last year in tackling efficiency. He cant run anymore and at 10 mil for 2 years, no way. He still thinks he has high valve, which is wrong. Emery is probably letting him see what his value is on the market which is lower than what he thinks it is. That should get him a deal for what the Bears are offering.
